It seems Japan’s aim is to loosen its regulations on artificial intelligence (AI) in order to boost economic growth and establish itself as a leader in advanced chips. An official familiar with the discussions revealed that Japan is looking to have a more lenient approach to AI compared to the European Union (EU), aligning more with the United States. This move could potentially hinder the EU’s efforts to establish its regulations as a global standard.

The EU has introduced strict requirements, such as the disclosure of copyrighted material used to train AI systems. To promote its regulatory approach and enhance semiconductor cooperation, the EU industry chief, Thierry Breton, is visiting Tokyo. The official did not provide specific details on the areas where Japan’s rules may differ from the EU’s. Prof. Yutaka Matsuo, Chair of the government’s AI strategy council, criticized the EU’s regulations as too strict, stating that identifying copyrighted material used for deep learning is nearly impossible. Matsuo believes that the EU’s main concern is holding prominent companies accountable, rather than fostering innovation.

The advancements in generative AI by companies like OpenAI have generated both enthusiasm and concerns due to their potential to revolutionize businesses and society. This has put AI in a race for development between the United States, allied industrial democracies, and China, alongside advanced semiconductors and quantum computers. Breton emphasized the importance of clarifying achievements in regulating AI with like-minded partners like Japan and the US.

In Japan, AI has the potential to address the labor shortage caused by a declining population and increase demand for advanced chips. To regain Japan’s former dominance in the technology sector, Rapidus, a government-supported venture, plans to manufacture these chips as part of an industrial policy. However, Japan’s computing power in terms of graphics processing units (GPUs) for training AI trails behind that of the United States, even if it were to increase tenfold.
