‘This Is the Way’ to Safe and Fair AI Policymaking

There have been significant developments in artificial intelligence in recent years, leading to concerns about its risks and potential negative effects. The launch of OpenAI’s chatbot ChatGPT in November brought these issues to the forefront and sparked discussions about regulating AI companies. However, understanding the current policy landscape in relation to AI has been challenging. In this episode, I speak with Russell Wald, the managing director for policy and society at Stanford’s Institute for Human-Centered Artificial Intelligence, to gain insights into the regulation of AI.

There is a growing consensus among industry leaders, including the CEOs of OpenAI, Microsoft, Google and others, that regulation is necessary for AI. These calls for regulation from within the industry aim to create a level playing field and avoid reactionary regulation. It is important to involve various stakeholders, such as government, academia and civil society, in shaping effective and balanced regulations that encourage innovation while ensuring accountability.

One area that requires regulation is synthetic AI-generated media (written or recorded), particularly deepfakes, which can undermine trust in digital content. While it may be challenging to prevent the creation of synthetic media, it is possible to address its distribution and ensure users are aware of its synthetic and fictional nature. Additionally, there is a need for transparency in the development of foundational data models used in AI systems. Understanding the data and architecture behind these models is essential for identifying and mitigating any potential harms.

Algorithmic bias and automated decision-making systems also should raise concerns, especially in contexts like judicial systems and healthcare. Transparency plays a vital role in identifying biases, myths and falsehoods, and rectifying them. By fostering diverse participation and interdisciplinary collaboration, we can establish a more inclusive and transparent regulatory framework.

There have been discussions about a six-month pause in experiments with large AI systems and the existential risks posed by AI. While it is crucial to address these concerns, it is essential to approach the discussions with balance and prioritize addressing immediate human risks.
